Traders and industrialists said on April 15 that they had been receiving threatening letters from a militant organisation in the Khyber Agency, causing the suspension of night shifts in scores of factories in industrial estates in Hayatabad, Daily Times reported. They said Lashkar-e-Islam (LI) had issued notices to many factory owners warning them to close their factories or they would not held be responsible for any harm done. “The situation is serious. We (industrialists) are being harassed. A large number of factory owners have closed night shifts as in a situation like this, we cannot invest and run our factories,” said Haji Muhammad Asif, president of the Sarhad Chamber of Commerce and Industry while briefing the NWFP Minister for Industries Syed Ahmed Hasan Shah on the industrial situation. The minister assured the industrialists, investors, exporters and traders that their life and property would be protected at all costs, and that they would be provided with security.

According to Daily Times, at least 20 persons were killed as fighting erupted between activists of the militant group Lashkar-e-Islam (LI) and Kooki Khel tribesmen of the Khyber Agency in FATA on April 16. "The two sides have started an exchange of fire," Rasool Khan, Assistant Political Agent of the Jamrud subdivision, confirmed to Daily Times. A tribal elder from Jamrud claimed that the Government had done nothing to avert the clash, despite knowing of hostilities on both sides. Tensions in the Jamrud subdivision surfaced after Kooki Khel tribe refused to surrender to the 30-point agenda of LI. The groups are reported to have targeted each other's positions in the hills using rockets and mortar shells, Geo News channel reported. LI is lead by cleric Mangal Bagh, who follows the puritanical Deobandi form of Sunni Islam. He has reportedly attempted to enforce a strict Taliban-style Islam in the region, provoking the tribesmen. "We can’t implement the Mangal Bagh brand of Islam on ourselves and our people," elders from the Katya Khel sub-tribe of the Kooki Khel tribe, gathered at a meeting, told Daily Times on April 15. They said they were "as much Muslims as Mangal Bagh and his men," adding, "He should not teach us Islam." Representing the sub-tribe Haji Shamshad, Haji Muhammad Ashraf, and Haji Sarfaraz said they were being asked to hoist black flags on their houses and surrender before the LI cadres. "All their demands are absurd as we’ve already taken action against those involved in smuggling, the hashish trade, kidnappings for ransom, and murders," they said.

In an interview to Channel Five on April 17, he said that "We established Lashkar to counter criminals and also contact religious scholars before the foundations of the organisation… We firstly started working for seminaries and only for religious people… We are working for religion besides our businesses." "Allah Almighty reveals in the Holy Quran not for any particular region but for whole world and we are His men to spread His message," Mangal said. "We will only accept this rule of law prescribed by Allah Almighty and not those that were made by Jews," he stated. To a question, he said their manifesto comprised of 30 clauses. He also said their organisation had 180000 volunteers. Mangal Bagh also claimed that his outfit had no contacts with al Qaeda and any other organisation.

The Lashkar-e-Islam on April 18 ended clashes with the Kooki Khel tribe in the Jamrud subdivision of Khyber Agency in FATA after the tribe accepted the militant group’s demands to end illegal businesses, according to Daily Times. The Peshawar-Torkham Highway was opened for traffic after five days of closure due to fighting between the two sides. The Lashkar-e-Islam reportedly captured the houses of tribesmen late on April 16, and told them to stop extorting money from vehicles on the highway and end illegal businesses, including the sale of liquor and the sheltering of criminals. Tribal elders said Iqtidar Shah, the elder son of the late Malik Zahir Shah, had surrendered to the Lashkar-e-Islam late on April 17, during a jirga (council). They said that Kooki Khel elder Guli Shah had accepted the Lashkar-e-Islam’s 30-point agenda during a similar jirga held at the Shah Kas area on April 18. Haji Misri Khan, a close aide of Lashkar-e-Islam chief Mangal Bagh, said the tribe had accepted all their demands. He said the Kooki Khel tribe had agreed that they would eradicate distilleries from the area and stop the sale of hashish and the extortion of money from commuters, adding that they would also expel criminals from the area.

The Lashkar-e-Islam chief Mangal Bagh has claimed that he was repeatedly asked by Taliban militants in Waziristan and elsewhere in the FATA to make his armed group part of the Tehrik-i-Taliban Pakistan (TTP) but he rejected the demand, as he didn’t want to do anything that could harm the country. In an interview with The News at his base in a remote part of Bara in the Khyber Agency, he said that he has never fought Pakistan’s security forces and had no intention of doing so in future. "There is a Pakistan Army camp in Bara area and we also have Frontier Corps troops and Khasadars operating here. We have had no problem with the presence of these forces in our area," he said. Mangal Bagh also said he had no links with al Qaeda or Afghan and Pakistani Taliban. He said he didn’t send his fighters to fight on the side of Taliban in Waziristan, Swat and Darra Adam Khel. Mangal Bagh stated that "Ours is a reformist organization trying to promote virtue and prevent vice. We have rid Bara of drug-traffickers, gamblers, kidnappers, car-snatchers and other criminals and we want to cleanse Jamrud as well of those selling drugs and liquor and running gambling dens. That was the reason for us to send our mujahideen to Jamrud to accomplish the job." He claimed that the Lashkar-e-Islam was now able to enforce its code of conduct in almost the whole of Khyber Agency except parts of Jamrud inhabited by the Kukikhel tribe and a two-kilometer stretch of territory in the Maidan area of Tirah valley. "We have 120,000 men under arms who at a short notice would be able to assemble in case of need. All I have to do is to make an announcement on our FM radio channel and my mujahideen volunteers would be ready to fight for the Lashkar-e-Islam," he maintained. He added that about 70 vehicles, almost all double-door pickups, had been donated by pious and wealthy tribesmen for use by Lashkar-e-Islam volunteers.

According to Dawn, militants took eight militiamen hostage after the Frontier Corps (FC) foiled an attempt by them on April 21 to abduct two employees of the World Wood Programme in the FATA. The eight hostages, all belonging to the Mehsud Scouts, were freed by their captors after the Frontier Corps raided a lair of the group and arrested a number of militants. Earlier during the day, paramilitary forces rescued from the militants two employees of the World Food Programme abducted in Zakhakhel area after a gun-battle. According to officials, at least five FC personnel and two Khasadar force soldiers were injured in the clash.

An FC spokesman stated that around 50 to 60 militants riding in three pick-up trucks ambushed a group of Frontier Corps militiamen near Prang Sam, in the Jamrud sub district, on April 21-morning. Local people said the militants had set ablaze houses of several people belonging to the Dadukhel tribe and abducted six tribesmen. Over 1,000 militants with heavy weapons mounted on trucks besieged a locality near Michni and reportedly carried out house-to-house searches for alleged criminals. Militants’ spokesman Maulana Umar informed journalists that the Taliban from Khyber and Bajaur agencies had also taken part in the clashes.
